LIMA — Most public school districts in the region are well below the state average and keep costs down to educate their students in 2020-21, according to a Lima News analysis of district data.
Of the 24 school districts in Allen, Auglaize, and Putnam, 19 are below the state-wide average of $ 13,387. In fact, the average for the three counties was $ 12,187 to educate students.
The Ohio Department of Education’s 2021 fiscal year data review ranged from a minimum of $ 10,121 in the Bluffton school district to $ 16,113 in the Lima district. District Profile Report..

Lima School Initiatives
Lima’s school paid more to educate children last year, but statistics also show that the district has more difficult students to reach.
The percentage of students labeled as disadvantaged is 99.98%, the second worst in the region. Last year, the percentage of people with disabilities was 21.68%, the highest in the region.
The Lima district costs more per student than the rest of the region, but most of these costs are actually spent at $ 8,997 to educate children. Administration costs per student are only $ 1,665, below the state average of $ 1,764.
The area also has some of the most experienced teachers in the area. Lima has the fourth highest percentage of teachers with more than 10 years of experience in the region, at 51.31%.
According to state statistics, Lima has the highest operating costs of a building per student in the region at $ 3,178.
Schools in Lima reached 49.7% of the latest performance index School report card Allen County had the lowest graduation rates in 4 and 5 years.
With the exception of schools in Lima, all schools in the region that have average costs above the state-wide average have something in common. Continental, New Knoxville, Pandora-Gilboa and Waynesfield-Goshen are all smaller regions.
The second highest cost per student in the region is the Continental School in Patnam County, which spends $ 15,836 per student. This includes $ 9,449 for education, $ 3,140 for building operations, and $ 2,059 for administration per child.
According to Continental’s report, 19.6% of students have a disability and 33.41% are considered to be at a disadvantage.
Continental Airlines had a school report card of 79.5%, a 4-year graduation rate of 96.8%, and a 5-year graduation rate of 97.8%.
Waynesfield Gohsen School in Auglaize County cost $ 15,445, the third highest cost to educate students. This includes $ 8,239 for education, $ 2,906 for building operations, and $ 1,959 for administration.
The minimum three numbers for the cost per student are from Bluffton ($ 10,121), Allen East ($ 10,122) and Wapaconeta ($ 10,407).
Bluffton has the second lowest management cost per student, at $ 1,158 a year, more than $ 600 below the state average. The average teacher salary is also the lowest at $ 53,122, with 22.54% of teachers having 0-4 years of experience helping to narrow the scope.
The operating cost of the Allen East building was relatively low at $ 1,827 per student, which helped keep costs down.
Wapaconeta also had lower than average administrative costs per student ($ 1,167) and building operating costs per student ($ 1,985).
The average teacher salary for all school districts except one local school district is below the state-wide average of $ 67,654.
The Minster School in Auglaize County is the only high school for $ 68,740 a year. Minster boasts that 72.13% of teachers have at least 10 years of experience, and 16.39% have 4 to 10 years of experience.
The average for Shawnee schools in Allen County was $ 67,414, just below the state-wide average, the second highest in the region. There are 72.22% of teachers with more than 10 years of experience and 17.36% of teachers with 4 to 10 years of experience.
Teachers at Jennings Schools in Putnam County earned $ 54,588, the second lowest in the region after Bluffton. Jennings also has young faculty members, with 9.3% having 0-4 years of experience and 25.58% having 4-10 years of experience.
Waynesfield-Goshen’s average managed salary is the highest in the region at $ 90,917. By comparison, the state-wide average of managers was $ 86,983. This is because the district has only four managers servicing an average of 105.57 students. Director J. Chris Fister earned $ 109,849 last year, the 27th highest school wage in the region.
New Breman’s average managed salary was the second highest in the region at $ 90,607. The district has five managers servicing an average of 143.66 students. The two made over $ 100,000 last year. Director Jason Schroeder earned $ 111,631 and from kindergarten to sixth grade Principal Diane Kramer earned $ 101,107.
Spencerville’s average managed salary was the lowest in the region at $ 51,727. In larger districts, four managers earned more than $ 100,000 a year last year, while 14 managers say they serve an average of 61.41 students.
The average managed salary for schools in Delphis is the second lowest in the region, with nine managers at $ 55,167 and servicing an average of 105.12 students. Douglas Westrick earned $ 97,282, making him the second-lowest-paying director in the region.
Ohio Speaker Bob Cupp, R-Lima, will meet with Lima school director Jill Ackerman and West Junior High School students in September to discuss an interactive after-school program. Lima schools spend the most per student in the region, but educate the region’s most disabled and second most underprivileged students.
